South Wairarapa District Council’s Cape Palliser Paper Road Bylaw will come into effect on Monday 1 December, restricting motorised vehicle access while allowing pedestrians, bicycles and e-bikes to use the unformed legal road for a period of 24 months. The paper road has been surveyed, and the route is now marked out.
To consider long-term options for future access and use of the road, a stakeholder group will be established, bringing together groups such as Ngāti Hinewaka, the Ngawi community and Ratepayers Association, Council representatives, the Rural and Coastal Advisory Group, the Department of Conservation, the Walking Access Commission, Heritage New Zealand, and the National 4-Wheel Drive Association.
The Bylaw was approved and adopted by the Council in October.
