South Wairarapa District Council is inviting the community to have its say on a proposed new Longwood Water Race Bylaw, aimed at helping protect and manage the Longwood water race network for current and future users.
Consultation opens on 12 October 2026 and closes at 5pm on 9 November 2026, with feedback helping councillors decide whether to adopt, amend or not proceed with the proposed bylaw.
The Longwood water race network extends for around 40 kilometres through the rural Featherston area and supplies water to approximately 62 properties. The network has supported local farming and rural communities for more than a century and continues to play an important role in stock water supply, land management and rural resilience.
The proposed bylaw has been developed following the expiry of the Longwood Water Race Bylaw 1936. Council considers a modern bylaw is needed to provide a clear and practical framework for managing and protecting the network.
The proposed bylaw would help:
- Protect water race infrastructure and community investment in the network.
- Prevent damage, obstructions and contamination.
- Maintain access for inspections, maintenance and repairs.
- Support the safe and efficient operation of the water race.
- Provide greater certainty for landowners and water race users.
- Support the long-term sustainability and resilience of the network.
Council has considered several options, including continuing without a bylaw or relying on operational policies and individual agreements. Its preferred option is to adopt a new bylaw that establishes a clear, consistent and enforceable framework for managing the water race network.
The proposed bylaw does not change the primary purpose of the water race network. Instead, it sets out expectations and responsibilities relating to activities that may affect the operation, maintenance and protection of the network.
The consultation is an opportunity for those who use, own land adjoining, or have an interest in the Longwood water race network to help shape its future.
Community members can read the consultation material and make a submission online at haveyoursay.swdc.govt.nz/water-race-bylaw.
Feedback can also be provided by email, post, by dropping a submission form into any South Wairarapa library, or by presenting to councillors at a hearing on 19 November 2026.
