Media release: Bylaw review – have your say

4 March 2019

Submissions are being invited on a proposed review of combined Wairarapa district-wide bylaws.

Legislation requires councils to review a bylaw five years after it is made, and then every 10 years after that.

The existing Wairarapa Consolidated Bylaw was adopted by Masterton and South Wairarapa District Councils in 2013. Carterton District Council is participating in the review, which means wherever practical, bylaws across the Wairarapa will be consistent.

Bylaws exist to promote a friendly and peaceful environment for us all to enjoy. These rules made by councils guide the way we live, work and play in certain areas. Typically, bylaws cover things such as: activity that can and can’t be done in public spaces; prevention of nuisance from fire and smoke; the keeping of animals, water supply etc. Anyone who doesn’t comply with a bylaw could be fined, have property seized or be requested to correct a breach.

The proposed Wairarapa Consolidated Bylaw has 12 Parts. Most of the proposed changes are minor.

The full list of changes in the Proposed Wairarapa Consolidated Bylaw is contained in the “Statement of Proposal”, adopted by South Wairarapa District Council at a full Council meeting on 20 February.

A community meeting is being held to give the Wairarapa community an opportunity to learn more about the bylaws and share their views with elected members and staff on Wednesday 27 March, 6-7.30pm, at the Masterton Club.

Submissions close on 5 April. Masterton, Carterton and South Wairarapa District Councils are holding a joint hearing on 1 May for people or organisations to have their written submission heard.

If adopted, the bylaws come into effect on 8 July 2019.

The Proposed Wairarapa Consolidated Bylaw is available on the MDC website on www.mstn.govt.nz. Hardcopies and submission forms are also available from the MDC office or the Masterton District Council Library. Alternatively, you can contact MDC on (06) 370-6300.
