South Wairarapa District Council is committed to improving our service and to identifying improvement opportunities that will be valued by the community. Council has therefore engaged Key Research to conduct our 2022 Resident’s Perception Survey which measures how satisfied residents are with the resources, services and facilities provided by Council.
The objectives of the survey are:
- To provide a robust measure of satisfaction with South Wairarapa District Council’s performance in relation to service delivery in 2021/22
- To establish perceptions of various services, infrastructure and facilities provided by Council
- To provide insights into how Council can best invest its resources to improve residents’ satisfaction with its overall performance
- To provide benchmarking of performance for South Wairarapa District Council compared to other similar authorities.
The survey invitation was sent to a random selection of 3,000 South Wairarapa residents aged 18 years and older from the Electoral Roll, as provided by the Electoral Commission on 9 March 2022. Council staff, elected or appointed members, and their household members are not eligible to participate.
The survey closes on Monday 25 April 2022. A draft report is expected from Key Research on 20 May 2022 and a final report in June 2022 (TBC).
The results of the survey will measure performance against Council’s Key Performance Indicators (KPIs) for the 2021/22 year and will be reported on in the Annual Report. The results will also be used to help us understand where we need to do better and to identify improvement opportunities

Survey costs
The cost to conduct the 2022 survey is $22,600 (excl GST). There is also an additional report prepared for a fee of $2,500 (excl GST) which benchmarks Council’s performance in comparison to other councils on specific metrics.
If required, costs for additional telephone interviews to support people who want to respond but have difficulty accessing or participating are an additional $45. We do not expect this to be excessive.
Information for survey participants
If you have received a postal invitation to take part please note that the survey is due to be completed by Monday 25 April 2022. A reminder postcard will be sent to those who have received but not completed the survey.
Please use the embedded link provided in the invitation to complete the survey online. If you are 65 years or older, you have also been given the option to complete the survey via a paper questionnaire. The survey should take about 15 – 20 minutes to complete.

Please note that it is possible that residents who have moved and have not updated their electoral information, or are deceased and have not had their information updated, were included in the extract provided from the Electoral Commission and included in the sample.
